Introduction
OC Note – Representatives are intended as a direct link from the NPCs in powerful positions in the background politics of the world, to the players on the field. In this world, the Figureheads of each nation are too integral to the day to day management of their people to risk losing their lives on the field of battle or staying away from home for too long, but we are of the opinion that in-field leadership is important nonetheless, to create agency for those who wish to play political characters and encourage players to take an active role in shaping the world.
All of the Figureheads in this page are NPCs. It may be possible for a player character to gain the lofty heights of one of the Figurehead positions, but this would be the end of their story; at that point they would no longer be able to be a playable character in the game.
In the aftermath of a Corrupted attack on the re-signing of the Pact of the Nine in 1024, certain signing members of the Pact seriously considered the benefits of having representatives to forward their interests in areas that are too dangerous for them to attend to personally. With the creation of Haven by the Gods, this pushed them to act. Maintaining the nations is critical and every nation still requires leadership, but the song of Haven calls out to those who would save the world, and while the nations are stretched thin, they don’t intend to abandon their heroes. Unbound by the restrictions of public office, those travelling to Haven can still represent their nation back home and in turn get help from those unable to make the journey.
One Figurehead of each nation has requested a Representative on Haven, to be chosen in the manner of their people. Those sent to support their people, the Threads (OC Note – Nation Support), will ensure the Figureheads in question are represented by someone who can act as their ambassador, receiving correspondence and able to send correspondence to the Figurehead in turn.
Figureheads
The nations maintain their governmental structures, all of whom are finding the strain of war against the Corrupted a colossal endeavor. Though they may have competing interests, the Pact of the Nine keeps the nine nations and three Realms bound by common cause, but that is not to say the individual leaders and councils of the nations agree on the best ways to act all of the time.
Broadly referred to as “Figureheads”, because each nation has their own terminology, these leaders and councils have their own vested interests that they prioritise. Attendance at Haven is also a significant risk to heads of state, who are much more likely to send civil servants, trusted bodyguards and spies in their stead.

The Keeper of the Books position has been held by the incumbent’s assistants since their death at the signing of the Pact of the Nine in 1024. The process to elect a replacement has been stymied by the war effort.

The two vacant seats are the subject of some internal Hammerstadt politics at present, with two candidates remaining for each in the running.
The Azure Veil, Council of the Pantheon, Military and Masons of Kairos
Characters looking to pursue the same aspects of the game will more than likely be engaging with a variety of NPCs who are scribes and civil servants delivering a message agreed upon by a group that guides the interests of Kairos in that area of society.
Kairos tends to operate around Councils dedicated to the various aspects of society rather than establishing overall Figureheads. Kairos is currently more cautious about the concept of extending power to representatives who are not part of these councils than a lot of the other nations, however the Azure Veil are interested in Haven’s appearance and are considering how to make sure their interests are represented by those gathering there.
Despite their caution Kairos is loath to allow those attending Haven to not show proper representation of the Boule and there is talk of those who prove themselves being able to represent Kairos eventually with a devolved Boule of Haven.

Urdrevan have no Figureheads, as their society has never needed such mandated leadership. Whether they will follow the lead of the other nations is to be seen.
Representatives
The nations cannot send their actual leaders to Haven, but as they are learning more about what is happening there, the Representative system has begun to take shape. Mirroring similar processes used in each nation to appoint officials, these representatives will receive occasional communications with tasks that are vital to that Figurehead’s interests or information useful to those in Haven.
The assumption is the representative has been chosen to push the goals of the Figurehead they are connected to – however, there is the possibility that having the ear of a person in a powerful political position can be used for the representative’s gain as well. National attitudes vary on the methods used and personal ambitions followed by a representative.
Some of the Figureheads are more interested than others and reaching out as soon as possible, whereas others are simply busy dealing with other issues. Some are waiting until those at Haven start to do something worth getting involved in.
OC Note – elections of the remaining positions will be spread throughout the year of events, with around a quarter of them per event.
Each elected representative will receive a letter from their Figurehead when they are elected.

It is currently unclear whether the Councils will follow the majority of the other nations in seeking representatives. As they enjoy telling others, they are the originators of democracy, and prefer this over giving power to individuals.
Nevertheless, it is possible that the Azure Veil, the school for Scrying and Seers, are serious in seeking a representative on the field of Haven.
