Portavas is mostly concerned with enlarging the Map of the world again. They are known for taking on the most perilous of fights as they are confident in their ability to move fast. They shine when given a specific target to deal with, either by destruction, infiltration, spying, or retrieval. Their real skills are in providing a quick way to resupply armies near the coast, and to move armies from one place to another.
The full Portavan Navy is unmatched at sea when assembled, their knowledge and skill at sailing combined with their exceptional and versatile shipbuilding. The sea is vast and many targets require attention so they are rarely able to bring this to bear against a single target but no one crosses Portavas at sea lightly.
This said, they are limited in terms of ground troops. Their ability to move around the Elandrian Sea means they can hit hard and fast, but if cut off they do not have the means to hold an area for long. Battalions of Shell-helms are in short supply since the start of the war, and the funds to train more have not been raised as yet.
Their own city of Elzano is able to float in and out of trouble which makes it a hard target to pin down. The same can’t be said for Port Ravesso of the Galene Islands, but the people here are also ready to move at a moment’s notice.
They truly believe there is more behind the fog that has been forgotten, and they are determined to rediscover it.
Their strongest political ties are with Hammerstadt, to whom they have provided mercenary ships and units of Shell-helms at various times in their shared past. The Wonder and Avereaux have both collaborated with Portavas in the building of marine defences in the past, though none have survived to this point in time. Once, Urdevan and Kairos were their tensest neighbours, with the occasional skirmish usually over cultural differences. Since the Pact, all past grievances are water under the bridge.
